Microsoft confirmed that the Xbox 360 will be region locked for both games
and DVD movie playback, meaning that you can't play games or watch DVD
movies from another region other than the one your Xbox 360 is locked to.

Ok - then - the hardware was incapable of playing games that were locked to
a specific region. In the same way that the hardware was incapable of
playing DVDs locked to a specific region. Sounds the same to me....... All
amounts to region locking.

Companies can produce DVD locked to specific regions, or open ones.
Either the original XBox was locked for both DVDs and games, or neither.

some ntsc games work fine on PAL xbox's. i believe the chronicles of
riddick is one of them, but iirc a good 30% of them weren't locked.

Phantom Dust? From what I understand, it was released in Japan - with
full English voices and subtitles but no Japanese. I didn't get it either.
