I don't know if they locked it or not but it runs fine for me...

It runs fine for everyone. People who think online petitions have any effect
are almost as stupid as people who think a smooth 30 fps is an abomination
whereas a jerky 60 fps is gaming nirvana (and I guarantee the OP wouldn't
have been able to detect the difference between a smooth 30 and a smooth 60
without doing a side-by-side comparison.)

How about a lame, ignorant reply that's asking you if you're referring to 60
frames, or 60 fields, per second?
